Here is one defintion of the concept of the 'Shifting baselines'

A baseline is a reference point from the past---how things used to be. If we allow these reference points to shift, we loose track of our standards, and eventually accept the degraded state as being 'natural'.

In California a group of film makers have done a brilliant job of bringing this very serious issue to the public by producing a series of comedy short films with Hollywood actors volunteering as cast.
